KazAgro Holding will have to use those funds in the shortest possible time. Due to a difficult situation with current assets, the agrarians had to yield some temporarily surplus funds beyond the investment programme to credit operating expenses and replenish the working capital. Still, the main objective of the Holding remains to stimulate private enterprise on implementation of long-term investment projects. The projects must meet two goals: saturate and stabilise the local market, and increase the country’s export potential. In this respect, KazAgro outlined 11 core development areas for the AIC and determined financing limits. Project selection is underway. The government-owned Holding has to balance between the temptation of fast cash disbursement and project capacity. Asylzhan Mamytbekov, head of KazAgro, strongly believes that disposition of funds from the National Fund cannot stand rush and needs a strong and weighed policy.
Priorities set out by KazAgro for funding of investment projects:
- establish a network of poultry factories;
- develop the network of commercial dairy farms;
- establish a network of feedlots with a well-developed infrastructure;
- establish a network of slaughterhouses;
- establish meat processing complexes to produce meat blocks and large-size slices in vacuum packaging;
- develop the network of greenhouse farms;
- develop the network of vegetable store cellars;
- develop horticultural production based on the drop irrigation technology;
- develop the Kazakhstani grain export infrastructure;
- develop fine-wool production and processing; and
- establish assembly of agricultural machinery.
